Petrobras Invites 30 Foreign Companies to Bid for the Natural Gas Processing Unit (NGPU) at Comperj

The optimism and expectation surrounding the Natural Gas Processing Unit of the Rio de Janeiro Petrochemical Complex (Comperj), which would be the only work planned for the 2015-2019 Investment Plan, seems to be revived after the uncertainties of last year . And there is a strong reason for this: Petrobras has just sent invitations to 30 foreign companies to participate in the bid. At the same time that the possible resumption is commemorated, there is also disappointment that no Brazilian company has been invited to participate in the process. If they participate in this venture, they will have to associate with international companies. Defending the break up of the national content index and inviting only foreign companies to participate in the first great works in two years, what message does Petrobras want to pass to the market?
Some companies are strong and well-known in the international market, but it is not believed that they all have the CRCC, the entrance guarantee required for all Brazilian companies that want to participate in the state’s bids. Just over two years ago, Petrobrás preventively suspended 28 of the large Brazilian contractors due to Lava Jato’s denunciations. Most of them are not involved in the investigations opened by the Federal Police and the Public Ministry, but are still suspended. This preventive suspension, made under the management of Grace Foster, is still in force.
