NPCC wins ONGC Tender

NPCC emerged as the lowest bidder in the LEWP-3 tender when bids were opened by ONGC on 26 August.

NPCC said on Thursday that, under the $141 million contract, it will provide well platform life-extension services for ONGC’s Mumbai High North (MHN) and South (MHS) fields, off India’s west coast.

The project was initially seen by some as likely to be worth more than $300 million, but contractors offered rock-bottom prices to ONGC amid the challenging offshore industry environment.

The scope of work will involve the replacement of 10 wellhead platform topsides at the two projects. Out of the 10 wellhead platform topsides being targeted for replacement, four are on the MHN field and six are on MHS.

The decommissioning and removal of the existing topsides are part of the contract and overall project is scheduled to complete by the end of April, 2018, NPCC said.

ONGC has already awarded the first two projects — LEWP-1 and LEWP-2 — to a consortium led by India’s Afcons.

Five leading international offshore contractors submitted bids to ONGC over the job, including Larsen & Toubro (L&T), Singapore-based Swiber, China’s Offshore Oil Engineering Company (COOEC), Malaysia’s SapuraKencana.

Industry sources state that second in line was SapuraKencana, which offered $147.37 million, while L&T was the highest bidder with $166.67 million.
